Size 9,5 but still doesn't fit

I find it strange how I have another pair of under armour that is 9.5 US size, yet this one doesnt fit me, it's too small for me which is strange. Even the 10 US size doesnt fit me either.

Suction cup bottom every step flat tile!

I’ve only shoes for about 5 months and every time I step on a flat surface, the bottom part creates a suction that that’s uncomfortable after a while without that they would be great
